Between 2018 and 2020, the Finnish particle board market was influenced by governmental initiatives to promote wood construction. Funding for experimental development and research, alongside updated fire safety regulations for wooden buildings, aimed to stimulate demand for wood-based products. Despite this support, market volume initially dipped from 182 thousand m³ in 2018 to 177 thousand m³ in 2019, before rising to 187 thousand m³ in 2020.

From 2021 to 2023, the market entered a phase of steady decline, with consumption falling to 155 thousand m³ by 2023. During this period, the industry prepared for significant regulatory changes, notably the passage of a new Construction Act set to take effect in 2025, which introduced requirements for digitalization and climate impact reporting in building projects.

A sharp contraction occurred in 2024, with market volume dropping 18% to 127 thousand m³. This decline coincided with exceptionally active timber trade and substantial price increases for industrial wood, particularly for fiber and energy wood. New compliance costs emerged from the EU's General Product Safety Regulation (GPSR), which became applicable in December 2024. Furthermore, rising construction material prices and environmental campaigns affecting timber supply contributed to the market pressure.

Finland's particle board production declined for the second year in a row. In 2020, output was valued at 37 365 thousand US dollars, marking a 0.7% decrease from the previous year. Looking at the period from 2017 to 2020, production grew by 2.3%, which translates to an average annual increase of 0.8%. The highest production value was recorded in 2018 at 40 321 thousand US dollars. That year also saw the largest annual increase of 10.4%. In contrast, 2019 experienced the most significant decline, with production dropping by 6.6%.

Finland's particle board production volume fell for the second consecutive year. In 2020, the country produced 115.8 thousand cubic meters, which is 4.9% less than in 2019. Over the four-year span from 2017 to 2020, production decreased by 6%, averaging an annual decline of 2.1%. The peak production volume was reached in 2018 at 127.6 thousand cubic meters, with that year also recording the largest annual increase of 3.5%.

Finland's particle board exports declined for the second year running. In 2020, export volumes stood at 15 928 cubic meters, showing a sharp drop of 33.3% compared to the previous year. From 2017 to 2020, exports fell by 24%, with an average annual decrease of 8.8%. The highest export volume was recorded in 2018 at 24 175 cubic meters, which also saw the largest annual increase of 15.3%.

Between 2017 and 2020, Estonia, Sweden, and Iceland remained the top destinations for Finland's particle board exports by volume. Estonia accounted for 53.9% of exports, Sweden for 21.5%, and Iceland for 11.6%. Together, these three countries made up 87.0% of Finland's total particle board exports in kind.

Finland's particle board exports in value terms declined for the second consecutive year. In 2020, exports reached 7 282 thousand US dollars, down 2.6% from the previous year. The peak export value was recorded in 2018 at 8 992 thousand US dollars. That year also saw the largest annual increase of 22.5%, while 2019 experienced the most significant decline of 16.9%.

From 2017 to 2020, Estonia, Sweden, and Iceland continued to be the leading buyers of Finnish particle board by value. Estonia represented 43.2% of export value, Sweden 31.8%, and Iceland 10.7%. Collectively, these three markets accounted for 85.8% of Finland's total particle board export value.

Finland's particle board imports increased for the third year in a row. In 2020, imports totaled 87 513 cubic meters, up 10.7% from 2019. Over the period from 2017 to 2020, imports grew by 20.4%, with an average annual growth rate of 6.4%.

Between 2017 and 2020, Estonia, Latvia, and Germany were the main sources of particle board imports to Finland by volume, together accounting for 80.3% of total imports in kind.

Finland's particle board imports in value terms declined for the second consecutive year. In 2020, imports amounted to 25 591 thousand US dollars, showing minimal change from 2019. Over the four-year period from 2017 to 2020, imports increased by 6.5%, averaging an annual growth of 2.1%. The highest import value was recorded in 2018 at 27 974 thousand US dollars. That year also saw the largest annual increase of 16.4%, while 2019 experienced the most significant decline of 8.4%.

Throughout 2017 to 2020, Estonia, Latvia, and Germany played the leading roles in Finland's particle board imports by value. Estonia accounted for 38.5% of import value, Latvia for 24.8%, and Germany for 13.7%. Together, these three countries represented 77.0% of total import flows.
