From 2018 to 2021, the wheat starch market in Azerbaijan expanded from 45 984 t to 67 165 t. This growth was driven by rising wheat imports, which supplied raw material for starch production, with Russia providing the majority of imports. Continued state subsidies to the Ministry of Agriculture supported agricultural output and processing capacity.

The market contracted to 56 614 t in 2022 as the war between Ukraine and Russia halted Black Sea trade and triggered a sharp increase in global wheat prices, raising input costs and disrupting supply chains. The decline continued to 52 566 t in 2023 despite falling world wheat prices, as the underlying dependency on imported seeds and wheat persisted.

Throughout the period, a steady reduction in seeds sold through the state seed fund increased reliance on imported planting material, affecting the stability of domestic wheat production and, consequently, starch output.
