Syrian wheat gluten production increased from 576 tons in 2018 to 816 tons in 2023, with significant annual fluctuations. The sharp rise to 744 tons in 2019 coincided with the launch of the government's 'Year of Wheat' plan and the 'Good Loan' program, which distributed seeds and financing to wheat farmers, boosting the raw material base for gluten processing. This growth was interrupted in 2020 when production fell to 645 tons, primarily due to severe drought in the Al-Hasakah and Deir ez-Zor regions and the impact of international sanctions that restricted wheat imports, reducing feedstock availability.
From 2021 onward, production recovered and continued to expand, reaching 816 tons by 2023. This sustained growth was driven by direct government interventions to support wheat cultivation. In 2021, a presidential decree introduced a $130 per ton bonus for wheat producers. Subsequent measures included an increase in the official wheat purchase price to $450 per ton in certain areas in 2022 and the expansion of the 'Good Loan' project to cultivate 300,000 hectares. These policies helped offset the persistent challenges of reduced rainfall and climate-related pressures on the wheat crop, ensuring a steady supply for gluten manufacturing.
