Wheat gluten production in Azerbaijan increased from 4.9 thousand tons in 2018 to 7.1 thousand tons in 2021. This growth was supported by state measures to bolster the wheat sector, including the registration of wheat producers from July 2018, the State Grain Fund's procurement of high-quality domestic wheat, and the implementation of the State Program on Food Security for 2019-2025.
Output then declined to 6.0 thousand tons in 2022 and 5.5 thousand tons in 2023. The reduction followed agricultural production losses of around 20% in 2021, which constrained wheat quality and availability for processing. During this period, local wheat milling capacity expanded significantly, with the ATS Mill plant processing 18 thousand tons of domestic wheat in 2022 and a record 55 thousand tons in 2023.
In 2024-2025, the government extended subsidy policies for food wheat producers and exempted wheat imports and sales from value-added tax. Milling facilities continued to develop, with ATS Mill planning to process over 70 thousand tons of local wheat, shaping the overall wheat market environment.
