The wheat and meslin market in Cameroon expanded from 746 thousand tonnes in 2018 to 967 thousand tonnes in 2021, driven by sustained import demand despite the government's initial steps toward import substitution. In 2018, authorities set a target for incorporating 10% local flour in bakeries, followed by subsidies for wheat research in 2019 and the launch of a broader agricultural import-substitution plan in 2020.

Market volume then contracted to 921 thousand tonnes in 2022 and 888 thousand tonnes in 2023. The decline was first triggered by the Russian-Ukrainian conflict, which disrupted traditional supply channels and reduced Russia's market share. The drop deepened in 2023 after the official rollout of a wheat import-substitution policy, backed by 114.5 billion FCFA, which cut wheat imports by 27%.

Imports rebounded sharply to 1 133 thousand tonnes in 2024, as persistent trade frictions and higher tariffs pushed import costs up by 20%, while increased shipments contributed to a drop in factory-level flour prices. The year also saw the adoption of 29 mandatory agro-food standards for wheat flour and the distribution of 200 tonnes of wheat seeds to boost domestic production.
