Earlier Report Observations

From 2018 to 2019, production of welded circular pipes with OD over 406.4 mm increased from 3 144 тыс. т to 3 565 тыс. т, driven by capacity expansion at major plants and strong demand from state‑backed infrastructure projects in the oil and gas sector. In 2020, the COVID‑19 pandemic caused a drop to 2 534 тыс. т due to disruptions in logistics and supply chains.

Output recovered to 3 042 тыс. т in 2021 and peaked at 4 177 тыс. т in 2022. This surge was supported by ongoing infrastructure projects and the EU sanctions that banned exports of Russian steel pipes, prompting producers to reorient toward the domestic market where state‑led demand remained high.

From 2023 onward, production declined to 3 501 тыс. т in 2023, 3 175 тыс. т in 2024, and 2 201 тыс. т in 2025. The main driver of the downturn was the absence of new large‑scale pipeline projects and uncertainty over ventures such as ‘Power of Siberia – 2’, which led to underutilization of plants. Throughout this period, the industry continued to invest in modernizing production facilities.
