Earlier Report Observations

Between 2018 and 2020, the Russian market for seamless drill pipe, casing, and tubing remained relatively stable, fluctuating around 1,650 thousand tons. This period was characterized by strong investment in domestic production capacity, such as the continued investment program by OMK focused on seamless pipes for horizontal drilling. The market was primarily driven by the implementation of major national oil and gas projects and the gasification program, which ensured steady demand from the oilfield services sector. However, by 2019, the completion of several large Gazprom pipeline projects began to exert downward pressure on the drill pipe segment.

The market contracted notably in 2021, with volume falling to 1,478 thousand tons. This decline occurred despite a reported sharp mid-year increase in the production of drill pipes, suggesting that growth in this specific segment was offset by broader market challenges. The period also saw continued anti-dumping measures affecting Russian pipe exports, which likely influenced the overall market balance. The subsequent year, 2022, saw a strong recovery to 1,697 thousand tons. This growth was fueled by the oil and gas sector's demand for casing, tubing, and large-diameter pipes, supported by sustained budget financing for major projects and the ongoing national gasification program, even amid a challenging sanctions environment.

Market volume stabilized at around 1,685 thousand tons by 2024, following a slight dip in 2023. The gasification program continued to support demand, though the market faced new constraints including high credit rates and voluntary oil production cuts under OPEC+ agreements, which dampened growth. By 2025, while underlying demand from operational drilling and import substitution in the oil and gas sector remained, production data indicated a significant reduction, reflecting broader industry challenges such as high financing costs and capacity constraints in the upstream sector.
