Earlier Report Observations

From 2018 to 2021, production of welded iron or steel tubes in Russia gradually declined from 2 496 thousand tonnes to 2 250 thousand tonnes. The market in 2018 was supported by an 11% increase in oilfield pipe output driven by rising drilling activity in the oil and gas sector, along with significant investments such as the new joint plant between Severstal and Tenaris. However, the COVID-19 pandemic in 2020 reduced demand and output, leading to a drop to 2 285 thousand tonnes, and production continued to fall in 2021.

A sharp reversal occurred in 2022 when production grew by 16.3% to 2 430 thousand tonnes, fueled by large-scale infrastructure projects in the oil and gas industry that boosted demand for large-diameter pipes by 75%. Sanctions and the closure of European markets accelerated import substitution and a reorientation to Asian markets. Growth continued in 2023, with output rising a further 12-14% to 2 672 thousand tonnes, supported by housing and utilities modernization programs and the fact that domestic production of polymer pipes exceeded imports for the first time, strengthening local supply.

The market corrected downward from 2024, with production falling to 2 448 thousand tonnes that year and to 2 223 thousand tonnes in 2025. This decline coincided with a shortage of investment in the oil and gas sector and high borrowing costs, which limited expansion despite ongoing regulatory preparations, such as the upcoming mandatory labeling of polymer pipes starting March 2026.
