The market for unmanufactured tobacco in Canada showed significant volatility in volume between 2018 and 2023. It began the period at 22 595 tonnes, dipped to 21 508 tonnes in 2019, then surged to a peak of 25 061 tonnes in 2020. This increase occurred alongside the launch of Quebec's updated 2020-2025 tobacco control strategy, which aimed to denormalize smoking through measures targeting manufacturers and retailers.
Following the peak, market volume dropped sharply to 19 179 tonnes in 2021. A partial recovery to 19 880 tonnes in 2022 was supported by two key developments: Quebec's ban on flavors in vaping products, which may have shifted some consumption back to traditional tobacco, and the emergence of a new smokeless cigarette segment that expanded the product landscape for manufacturers.
The market volume then fell again to 17 102 tonnes in 2023, continuing its overall downward trend from the 2020 high. In monetary terms, the market value followed a similar pattern, declining from $109.7 million in 2018 to $85.6 million in 2023.
