This decline was primarily due to two concurrent trends: a drop in domestic production, influenced by the COVID-19 pandemic's disruption in 2020 and ongoing global wheat price volatility from 2022 onward, and a sharp rise in exports, which began in 2021 and accelerated in 2023.

Despite consumer trends favoring convenient, healthy, and plant-based options—such as the launch of vegan ravioli by Buitoni and Impossible Foods in 2021—the domestic market shrank as manufacturers increasingly oriented output toward export markets. Investment in new production capacity, like La Moderna's EUR 41.64 million plant in Toluca announced in 2022, supported this export shift rather than expanding local supply.

In the later years of the period, export activity remained high, with factors pointing to sustained shipments to the United States and Central American countries like Guatemala and Cuba. The market's structure continued to be shaped by global raw material costs and the industry's focus on external demand.

However, over the entire 2018-2021 period, production fell by 37.3%, averaging an annual decline of 14.4%.
