Earlier Report Observations

Between 2018 and 2019, the market volume for uncooked pasta in Kyrgyzstan grew from 9 246 t to 12 460 t. This expansion was driven by the approval of the Export Development Program for 2019-2022, which provided support to the food industry, and a moratorium on business inspections effective from January 2019, creating favorable conditions for increased imports and market activity.

Market volume contracted to 8 831 t in 2020 and further to 8 505 t in 2021. The decline was influenced by systemic issues in the food industry, including a shortage of raw materials with required quality characteristics for processing. In 2021, the COVID-19 pandemic disrupted supply chains and demand, while rising prices for flour and other raw materials increased production costs. Temporary state price controls on socially significant food items were introduced to ensure affordability and stabilize the market.

A slight recovery to 8 599 t occurred in 2022, supported by continued price regulation measures and despite currency fluctuations and sanctions affecting trade. In 2023, volume fell to 7 390 t following the zero-rating of VAT on imported wheat and flour, which altered input cost structures, and as consumer preferences shifted amid rising prices for other food products. Government plans to curb price growth on essential goods remained in effect.
