This rebound was driven by ongoing investments in mill modernization and capacity optimization, coupled with rising demand for fiber-based recyclable packaging fueled by e-commerce expansion. Regulatory pressure to reduce plastic waste and promote mono-material packaging solutions further stimulated consumption.

The market resumed its decline in 2022, falling to 22 515 thousand tonnes, and continued downward to 21 020 thousand tonnes in 2023. This period coincided with industry rationalization, including the closure of older production facilities in North America due to high-interest rates and market slumps, which reduced overall production capacity.
