Toilet paper, tissues and towels market in Lithuania

From 2018 to 2024, the Lithuanian market for toilet paper, tissues and towels in volume terms grew from 27 thsd. t to 37 thsd. t, showing steady annual increases typically between 4% and 9%. The only exception was 2021, when consumption stabilized at 31 thsd. t.

In value terms, the market expanded from $49.2 mln in 2018 to $76.7 mln in 2024. A sharp rise of 22.6% occurred in 2022, followed by another 15.7% gain in 2023, pushing the market value to a peak of $79.8 mln. However, 2024 saw a 3.9% decrease in value to $76.7 mln, even as physical volume continued to grow, indicating shifts in pricing or product composition.

Domestic production capacity strengthened over the period, rising from 33 thsd. t to 50 thsd. t, which supported greater product availability for both the local market and export. Exports also increased significantly, from 24 thsd. t to 36 thsd. t, reflecting the growing output of Lithuanian manufacturers.

In 2021, the output was valued at 70 054 thousand US dollars, marking a measured rise of 3.5% compared to 2020. Over the period from 2018 to 2021, production grew by 33.6%, with a compound annual growth rate of 10.1%.

Lithuania's production volume of toilet paper, tissues, and towels has risen for the third year in a row. In 2021, the country produced 43 666 tonnes, showing a slight increase of 2.0% from the previous year. From 2018 to 2021, production increased by 31.2%, with a compound annual growth rate of 9.5%.

After two years of growth, Lithuania's exports of toilet paper, tissues, and towels in volume terms declined. In 2021, exports totaled 31 177 tonnes, down by 4.3% compared to 2020. Over the period from 2018 to 2021, exports increased by 27.5%, with a compound annual growth rate of 8.4%. The largest increase was recorded in 2019 at 15.5%, while the peak volume occurred in 2020, reaching 32 583 tonnes.

From 2018 to 2021, Latvia, Denmark, and Poland formed the core of Lithuania's exports in volume terms. Latvia accounted for 20.2% of exports, Denmark for 18.5%, and Poland for 11.8%. Together, these three countries represented 50.5% of total export flows.

Following two years of growth, Lithuania's exports of toilet paper, tissues, and towels in value terms decreased. In 2021, exports reached 51 874 thousand US dollars, down by 2.4% from 2020. Between 2018 and 2021, exports grew by 30.5%, equating to an annualized rate of 9.3%. The largest increase was recorded in 2020 at 19.2%, with the peak value also in 2020 at 53 136 thousand US dollars.

In 2021, imports amounted to 18 823 tonnes, reflecting a solid contraction of 10.8% compared to 2020. From 2018 to 2021, imports rose by 3.5%, with a compound annual growth rate of 1.1%. The largest increase was recorded in 2020 at 9.0%, with the peak volume also in 2020 at 21 111 tonnes.
