The sunflower seeds market in Azerbaijan expanded significantly in 2019, with volume reaching 40 471 tons, a 39% increase from the previous year. This growth was supported by the activities of local distributors such as Balakən Toxum MMC, which offered seeds at competitive prices and benefited from state discounts on agricultural machinery.

Market volume declined to 33 759 tons in 2020 and further to 31 497 tons in 2021. The decrease in 2021 was partly due to a halt in sunflower seed imports from Ukraine during March-April, which reduced import volumes. However, domestic production increased by 4.2% that year, aided by expanded sowing area and continued state support for farm equipment.

From 2022, the market recovered, reaching 33 182 tons in 2023. The Russia-Ukraine conflict disrupted global supply chains and pushed up world prices, encouraging local production. Sowing area grew in early 2022, and the absence of import duties on agricultural products helped maintain market accessibility. State policies, including price controls and digitalization of trade procedures, also shaped market conditions during this period.
