This growth was underpinned by continued state support for sugar beet farming and processing facilities. In 2020, increased demand from the food additives sector further lifted sucrose consumption, contributing to higher output even amid global supply-chain disruptions during the COVID-19 pandemic.

Market volume fell to 2 342 thousand tons in 2021 as consumer preferences shifted toward natural and clean-label products, and new EU-aligned packaging and labeling regulations took effect. A sharp rebound followed in 2022, with the market reaching 2 976 thousand tons, boosted by stronger demand stimulated by digital marketing and social media outreach. Production dipped that year but recovered strongly in 2023, climbing to 2 703 thousand tons after new players entered the market and existing companies expanded their capacity, coupled with updates to state support policies in the sugar sector.
