Earlier Report Observations

Sucrose production in the Democratic Republic of the Congo showed steady growth from 156 K t in 2018 to 277 K t in 2023, driving market volume expansion from 169 K t to 281 K t over the same period. A key turning point came in 2020 when the government's decision to compensate provinces for the removal of agricultural product taxes reduced costs for sugar producers, contributing to a 43% surge in output. Further growth in 2023 was supported by calls to maximize revenue in the sugar sector of Kwilu province, stimulating local investment.

Sucrose imports, which peaked at 31 K t in 2020, fell sharply to under 5 K t in 2022-2023 as increased domestic production displaced foreign supplies. However, imports rebounded to 55 K t in 2024 amid rising retail prices due to multiple taxes and depreciation of the Congolese franc, affecting product affordability.

The market also saw the emergence of new players, such as the Forest group, which announced plans in 2024 to launch refined sugar and ethanol production in Haut-Katanga. Simultaneously, earlier appeals for farmers to develop sugarcane cultivation in 2021 and the commissioning of an ONAPAC laboratory to improve export quality reflect efforts to strengthen the value chain.
