Between 2018 and 2021, the domestic market for soybean oilcake expanded from 2.9 million tons to 3.1 million tons. This growth was initially supported by the launch of new production capacity, including the Davydovskiye Prostory oil extraction complex in 2018, which was the first major domestic investment in soybean cake production after 2017. Regulatory measures, such as the 2019 reduction of import duties and the continued waiver of mandatory state registration for GM soybeans and cake, eased raw material imports and supported supply.

Market volume accelerated sharply after 2022, reaching 4.3 million tons by 2024. This surge was primarily driven by robust export growth, facilitated by government measures including the suspension of floating export duties until August 2025 and the introduction of export quotas. Concurrently, the modernization of existing oil extraction plants and the announced construction of new facilities, like the Cherkizovo plant in Lipetsk, significantly increased domestic production capacity to meet both internal and external demand.

From 2018 to 2021, the Netherlands (20.0% of exports in kind), Poland (11.8%), and Norway (11.6%) were among the largest buyers of Russian soybean oilcake. However, together they accounted for just 43.4% of total exports in kind, indicating a broadly diversified partner base.

The data reveals irregular changes, pointing to a volatile market environment. Exports in value terms reached their lowest point in 2019 at 194.5 M $ US, with the largest annual decline of 5.7% recorded that year. By 2021, exports surged to 488.2 M $ US, up 107.7% from 2020, representing a 2.5-fold increase from the 2019 trough.
