Market volume accelerated sharply after 2022, reaching 4.3 million tons by 2024. This surge was primarily driven by robust export growth, facilitated by government measures including the suspension of floating export duties until August 2025 and the introduction of export quotas. Concurrently, the modernization of existing oil extraction plants and the announced construction of new facilities, like the Cherkizovo plant in Lipetsk, significantly increased domestic production capacity to meet both internal and external demand.
