Between 2018 and 2021, the Russian soybean oil market experienced fluctuations, reaching 406 thousand tonnes in 2021. This rise was driven by growing demand in major cities and a consumer shift toward soybean oil as part of healthier eating habits. However, unfavorable agroclimatic conditions in 2020 reduced oilseed processing output, temporarily contracting the market to 282 thousand tonnes.

From 2022 onward, geopolitical tensions and sanctions affected component imports, boosting domestic demand for local vegetable oils. The reduction of export duties on sunflower oil in 2023 altered competitive dynamics, while the extension of GMO soybean import permissions until 2025 secured raw material supply. Alongside increased production capacities, these factors pushed the market to 614 thousand tonnes in 2023, followed by a correction to 555 thousand tonnes in 2024 as exports rose. By 2025, production reached 1 214 thousand tonnes, supported by new processing plant launches and upcoming regulatory measures like mandatory labeling and a new GOST standard.

Russia's production of soybean oil and fractions declined for the second year in a row. In 2021, the country produced 815 K t, which was 3.2% lower than the previous year. Over the 2018-2021 period, production fell by 4.7%, with an average annual growth rate of 1.6%. Exports soybean oil and fractions from Russia

Following two years of growth, Russia's exports of soybean oil and fractions declined. In 2021, the country exported 464.8 K t, down 23.9% from the previous year. Between 2018 and 2021, exports decreased by 17.6%, representing an average annual decline of 6.2%. The peak export volume was in 2020 at 611.0 K t, while the largest year-on-year increase of 6.6% was recorded in 2019.

From 2018 to 2021, the main destinations for Russia's soybean oil and fractions exports were China, Algeria, and Cuba. China accounted for 39.8% of exports, Algeria for 27.4%, and Cuba for 6.3%. Together, these three countries represented 73.5% of total export flows.

Russia's exports of soybean oil and fractions in value terms grew for the second consecutive year. In 2021, exports amounted to 532.2 M $ US, a significant increase of 20.1% compared to 2020. Over the 2018-2021 period, exports rose by 31.2%, with an average annual growth rate of 9.5%. The lowest value was recorded in 2019 at 398.0 M $ US, which also saw the largest decline of 1.9%.

From 2018 to 2021, China, Algeria, and Cuba remained the top buyers of Russian soybean oil and fractions in value terms. China accounted for 38.9% of exports, Algeria for 28.2%, and Cuba for 5.8%. Collectively, these three countries made up 72.9% of total export value.
