The Russian slaked lime market began the period with production at 347.3 thousand tons in 2018, a level supported by state procurement activities. Output then fell sharply to 237.1 thousand tons in 2019, a year in which leading manufacturers were investing in modernization of their facilities. Production stabilized in 2020 at 236.7 thousand tons, as the COVID-19 pandemic affected logistics and demand but the core market remained relatively unchanged.

A phase of consistent growth started in 2021, with production rising to 245.8 thousand tons that year, driven by continued state purchases and investment in the industry. This expansion accelerated from 2022 onward, fueled by increased government procurement and the impact of sanctions and geopolitical risks, which further stimulated domestic manufacturing. Production reached 275.3 thousand tons in 2023, supported by state investments and adaptation to currency fluctuations, before a modest rise to 281.0 thousand tons in 2024 amid ongoing geopolitical adjustments.

In 2025, slaked lime production in Russia saw a dramatic increase, reaching 448.2 thousand tons.

After a two-year decline, slaked production in Russia increased in 2021. The country produced 245.8 K t of slaked that year, marking a modest rise of 3.8% compared to 2020. Over the period from 2018 to 2021, production decreased by 29.2%, with a compound annual growth rate (CAGR) of -10.9%. The lowest production level was recorded in 2020 at 236.7 K t, while the largest decline occurred in 2019 with a drop of 31.7%.

From 2018 to 2021, Kazakhstan, Ukraine, and Belarus formed the core of Russia's slaked exports in kind. Kazakhstan accounted for 48.0% of exports, Ukraine for 30.7%, and Belarus for 20.9%. Together, these three countries represented 99.5% of total export flows.
