Earlier Report Observations

Between 2018 and 2021, the Russian white portland cement market saw its volume increase from 326.3 thousand tons to 366.7 thousand tons, supported by active state mortgage lending policies that boosted demand for construction materials. Domestic production began to grow from 2020 onward, stimulated by sanctions and geopolitical factors that encouraged local manufacturing and modernization. By 2021, the modernization of production capacities and the introduction of new technologies led to a notable rise in output, reaching 103.9 thousand tons.

From 2022, the market landscape shifted dramatically. While total market volume contracted due to a sharp drop in imports, domestic production surged, driven by a reorientation of export flows towards CIS countries and the entry of new players like Cemix, which began producing white portland cement with mineral additives. Continued sanctions and currency fluctuations further incentivized local production. In 2023, market activity intensified with more new entrants and expanded product ranges supporting export growth. By 2024, modernization efforts at major plants, such as the launch of a new closed-cycle mill at AO Sebryakovcement, helped production reach 278.4 thousand tons.

In 2025, production of white portland cement declined to 246.5 thousand tons. This downturn was influenced by a reduction in housing construction volumes, which dampened cement consumption, and increased competitive pressure from rising imports of cement from China, Vietnam, and Belarus. Nonetheless, major producers continued to invest in equipment upgrades and capacity expansion, while the market saw the introduction of new product types with mineral additives.
