The domestic market volume for shelled hazelnuts in Turkey contracted from 192.6 тыс. т in 2018 to 134.5 тыс. т in 2021. During this phase, the sector saw the implementation of a licensed warehousing system to safeguard quality and price stability, alongside new labor regulations that banned children under 15 from working in hazelnut gardens as part of EU harmonization efforts.

Market volume rebounded to 147.7 тыс. т in 2022 and further to 165.7 тыс. т in 2023. This recovery was supported by intensified measures against diseases and pests, which helped protect yields, and by the expansion and modernization of processing plant capacity. Direct market intervention by the state-owned Toprak Mahsulleri Ofisi (TMO), which set purchase prices and made supportive buys for the 2023/24 season, provided crucial financing and storage incentives for producers.

State involvement continued with TMO setting purchase prices for the 2024/25 season, while investments in value-added processing, such as a $52 million project to produce activated carbon from hazelnut shells, highlighted efforts to diversify the sector. Throughout the period, integrated processing by cooperatives like Fiskobirlik contributed to enhanced product quality and variety.

Turkey's shelled hazelnuts production volume declined after two years of growth. In 2020, the country produced 323.1 thousand tons, marking a 13.8% decrease compared to the previous year. Over the 2017-2020 period, production increased by 18.4%, with a compound annual growth rate of 5.8%. The highest production level was recorded in 2019 at 374.7 thousand tons, while the largest year-over-year increase occurred in 2018 at 28.3%.

In 2020, the output was valued at 2 290 million US dollars, representing a moderate 5.3% decrease from the previous year. Between 2017 and 2020, production value increased by 25.5%, with a compound annual growth rate of 7.9%. The peak value was reached in 2019 at 2 418 million US dollars, and the largest year-over-year increase also occurred in 2019 at 19.3%.

The highest export volume was recorded in 2019 at 193.0 thousand tons, which also saw the largest year-over-year increase at 19.5%.

From 2017 to 2020, Italy, Germany, and France were the primary markets for Turkey's shelled hazelnuts exports by volume. Italy accounted for 33.2% of exports, Germany for 15.5%, and France for 8.2%. Together, these three countries represented 56.9% of Turkey's total export flows.
