From 2018 to 2019, the sheep and goat meat market in Togo expanded from 24.9 thousand tons to 27.1 thousand tons. This growth was supported by the launch of the National Development Plan (2018-2022), which included a semi-intensive breeding program aiming to add 975 farms over five years to boost national production, along with the provision of selected breeders and dissemination of better rearing practices.

Market volume dropped to 19.0 thousand tons in 2020 before recovering to 20.0 thousand tons in 2021 and 21.5 thousand tons in 2022. The rebound was facilitated by improved market infrastructure, notably the inauguration of the Togblékopé livestock market dedicated to small ruminants in 2021, which streamlined local meat supply. Continued state efforts to enhance traceability, sanitary control, and an integrated agropole strategy for modernizing meat processing further underpinned the recovery.

In 2023, the market surged to 32.4 thousand tons, reflecting the cumulative impact of sustained public investments in animal production. These included earlier provision of high‑performance trypano‑tolerant Djallonké goat breeds to commercial breeders and the ongoing push toward modernization through agropoles, which collectively strengthened herd productivity and market capacity.

After two consecutive years of growth, Togo's sheep and goat meat production experienced a decline. In 2020, the country produced 19 043 tonnes of sheep and goat meat, marking a significant year-over-year decrease of 29.8%. From 2017 to 2020, overall production fell by 19.1%, which translates to an average annual decline of 6.8%. The peak production level was recorded in 2019 at 27 140 tonnes, with that year also seeing the largest increase of 9.1%.
