Libya's sheep and goat meat market volume reached 88 480 tons in 2019, the highest point in the period, before entering a downward trend. Production and market size declined over the next two years, with market volume falling to 83 047 tons by 2022.
In 2022, a religious fatwa calling for a boycott of imported meat boosted demand for domestic product, but concurrently rising feed costs and currency exchange pressures constrained local production. This combination contributed to a further reduction in overall market volume that year.
The market recovered to 85 558 tons in 2023. This turnaround was supported by a change in import policy, as the Ministry of Agriculture lifted the ban on frozen red meat imports and allowed increased imports of fresh and chilled vacuum-packed beef and sheep meat, which expanded supply.
