However, in 2020, the FAO warned of a deadly PPR virus threatening over 21 million sheep and goats, prompting large-scale vaccine procurement that likely mitigated potential losses. Subsequently, in 2022, daily smuggling of thousands of cattle from Herat to neighboring countries tightened domestic availability and pushed up meat prices, contributing to the market's contraction.

By 2024, private investment appeared with the establishment of a major livestock farm in Nangarhar, while agricultural exports including livestock products surged, signaling ongoing efforts to strengthen the sector despite previous challenges.
