Production relies on a traditional livestock sector with over 20 million heads of goats and sheep. The persistent threat of PPR (peste des petits ruminants) disease posed a constant risk to herd health, while efforts to improve animal care supported productivity. However, a lack of cold storage infrastructure and insufficient investment in processing limited storage and distribution capabilities.

On the demand side, falling purchasing power due to economic difficulties in 2019 and 2022 shifted consumption patterns towards frozen meat. Global meat price fluctuations, driven by demand in markets like the US and China, also transmitted pressure to domestic prices and supply conditions.
