The market volume for semi-milled or wholly milled rice in Portugal grew steadily from 142 thousand tons in 2018 to 163 thousand tons in 2021. This expansion was supported by the specific area-based payment for rice, a state aid measure designed to ensure stable supply for the local processing industry and prevent abandonment of cultivation. Advances in agricultural mechanization and rice milling technology, noted in 2020, provided platforms for processing and grinding, which stimulated both production and consumption. By 2021, the National Rice Genetic Improvement Program began introducing competitive Portuguese varieties, enhancing productivity and quality.

Market volume stabilized at around 162 thousand tons in 2022, then increased to 170 thousand tons in 2023. The rise in 2023 was linked to growing demand for specialty and differentiated rice varieties, driven by consumer concerns for health and well-being. Simultaneously, the rice milling industry was boosted by higher demand for packaged and pure rice. Innovation was on the horizon with the Carolino Caravela variety, the first 100% Portuguese rice in 30 years, scheduled for commercial launch in early 2025.
