Roasted coffee market in the Netherlands

The roasted coffee market in the Netherlands saw significant regulatory developments from 2018 onward. The implementation of EU acrylamide reduction rules in April 2018 required roasters to adjust their processes, while mandatory expiry date labeling added to compliance costs. In 2019, ongoing SUP directive measures for single-use cups began to affect the out-of-home segment. Market volume fell from 110.4 thousand tons in 2018 to 104.6 thousand tons in 2019, then jumped to 137.3 thousand tons in 2020.

After the 2020 peak, market volume dropped to 112.2 thousand tons in 2021. This decline was influenced by the EU Single-Use Plastics (SUP) regulation, which imposed fees on plastic cups from January 2020, raising costs for importers and producers. Additionally, preparations for the EU Deforestation Regulation (EUDR) increased administrative burdens for coffee importers. In 2022, a national study indicated rising coffee consumption among young adults, supporting a slight market recovery to 114.4 thousand tons. However, in 2023, the enforcement of SUP charges and legislation mandating reusable cups in offices led to a further contraction to 101.9 thousand tons.

By 2024, continued tightening of SUP rules, including a ban on plastic single-use cups in offices and a 9% VAT rate on such cups, maintained regulatory pressure. Market volume edged up to 104.5 thousand tons, suggesting stabilization after prior swings. Throughout the period, quality and safety requirements, such as NVWA inspections for contaminants, remained a constant factor affecting operational costs for roasters.

Following a two-year decline, the Netherlands' roasted coffee production value rebounded. In 2020, output reached 751.0 million US dollars, marking a 22.8% increase from the previous year. Over the 2017-2020 period, production decreased by 5.6%, averaging an annual decline of 1.9%. The lowest value was recorded in 2019 at 611.6 million US dollars, with the largest drop occurring in 2018 at 15.2%.

After two years of contraction, the Netherlands' roasted coffee production volume recovered. In 2020, the country produced 162.9 thousand tonnes, showing a solid 20.1% growth compared to the year before. From 2017 to 2020, production fell by 2.1%, with a compound annual growth rate of 0.7%. The minimum volume was in 2019 at 135.6 thousand tonnes, while the steepest decline happened in 2018 at 17.2%.

Exports roasted coffee from the Netherlands

Following two years of growth, the Netherlands' roasted coffee exports declined. In 2020, exports stood at 97.3 thousand tonnes, reflecting a modest 3.9% decrease from the previous year. Over the 2017-2020 period, exports rose by 8.5%, with a compound annual growth rate of 2.8%. The peak was in 2019 at 101.3 thousand tonnes, and the largest increase occurred in 2018 at 12.9%.

From 2017 to 2020, France, Belgium, and Germany were the top destinations for the Netherlands' roasted coffee exports by volume. France accounted for 36.0% of exports, Belgium for 13.6%, and Germany for 9.7%. Together, these three countries made up 59.3% of total export flows.

Exports in value, M $ US

In 2020, the Netherlands exported 712.9 million US dollars worth of roasted coffee, up 3.9% from 2019. Over the 2017-2020 period, exports increased by 8.4%, with a compound annual growth rate of 2.7%. The highest value was recorded in 2018 at 735.1 million US dollars. The largest decline was in 2019 at 6.7%, while the biggest increase occurred in 2018 at 11.8%.

Between 2017 and 2020, France, Belgium, and Germany formed the core markets for the Netherlands' roasted coffee exports by value. France represented 32.4% of exports, Belgium 14.6%, and Germany 10.2%. Combined, these three countries accounted for 57.3% of total export value.

Imports roasted coffee to the Netherlands

In 2020, the Netherlands imported 71.8 thousand tonnes of roasted coffee, a slight 2.1% increase from the previous year. From 2017 to 2020, imports grew by 3.0%, with a compound annual growth rate of 1.0%. The maximum volume was in 2018 at 73.9 thousand tonnes. The largest decline was in 2019 at 4.9%, and the biggest increase was in 2018 at 6.1%.

From 2017 to 2020, Germany, Belgium, and Poland were the leading sources of the Netherlands' roasted coffee imports by volume. Germany contributed 41.1% of imports, Belgium 11.8%, and Poland 11.5%. Together, these three countries represented 64.4% of total import flows.

In 2020, the Netherlands' roasted coffee imports totaled 672.7 million US dollars, rising 7.2% from a year earlier. Between 2017 and 2020, imports increased by 5.6%, averaging an annual growth of 1.8%. The largest decline occurred in 2019 at 9.2%, and the largest increase was in 2018 at 8.5%.
