The roasted coffee market in the Netherlands saw significant regulatory developments from 2018 onward. The implementation of EU acrylamide reduction rules in April 2018 required roasters to adjust their processes, while mandatory expiry date labeling added to compliance costs. In 2019, ongoing SUP directive measures for single-use cups began to affect the out-of-home segment. Market volume fell from 110.4 thousand tons in 2018 to 104.6 thousand tons in 2019, then jumped to 137.3 thousand tons in 2020.

After the 2020 peak, market volume dropped to 112.2 thousand tons in 2021. This decline was influenced by the EU Single-Use Plastics (SUP) regulation, which imposed fees on plastic cups from January 2020, raising costs for importers and producers. Additionally, preparations for the EU Deforestation Regulation (EUDR) increased administrative burdens for coffee importers. In 2022, a national study indicated rising coffee consumption among young adults, supporting a slight market recovery to 114.4 thousand tons. However, in 2023, the enforcement of SUP charges and legislation mandating reusable cups in offices led to a further contraction to 101.9 thousand tons.

By 2024, continued tightening of SUP rules, including a ban on plastic single-use cups in offices and a 9% VAT rate on such cups, maintained regulatory pressure. Market volume edged up to 104.5 thousand tons, suggesting stabilization after prior swings. Throughout the period, quality and safety requirements, such as NVWA inspections for contaminants, remained a constant factor affecting operational costs for roasters.

Production roasted coffee in the Netherlands
