Earlier Report Observations
The rice market volume in Sub-Saharan Africa increased from 46.0 million tonnes in 2018 to a peak of 55.7 million tonnes in 2022, before declining to 52.1 million tonnes in 2023. This growth was driven by rising local production, supported by political initiatives such as the ECOWAS regional offensive for sustainable rice production, and growing consumer demand due to population growth and urbanization. However, dependence on imports remained significant, with fluctuations directly impacting the total market size.
The COVID-19 pandemic in 2020 disrupted global supply chains, but local production demonstrated resilience, particularly in Kenya where yields continued to improve. By 2021, consumption exceeded 40 million tonnes, leading to a sharp rise in imports and market expansion. Policies aimed at self-sufficiency, including strict quality and packaging standards by NAFDAC and SON in Nigeria, contributed to enhanced local output, yet imports from Asia, especially India, remained crucial to meet demand.
Technological advancements such as increased mechanization, value chain digitization in Nigeria, and the introduction of improved varieties by AfricaRice and IRRI boosted productivity. However, challenges like high fertilizer costs and climatic hazards affected production in countries such as Ghana and Nigeria. By 2024, consumption continued to grow, and self-sufficiency efforts persisted, but the market volume remained sensitive to import fluctuations.
