From 2018 to 2020, the milled and broken rice market in Sub-Saharan Africa showed variable volume, starting at 23 002 thousand tons, dipping slightly in 2019, and recovering to 24 952 thousand tons by 2020. This period was shaped by the CARD initiative's successful push to double regional rice production by 2018, which accelerated output growth. Concurrently, shifting consumer preferences linked to urbanization and population growth bolstered domestic demand, while investments in mechanization and post-harvest loss reduction strengthened local value chains.

A pronounced expansion followed in 2021 and 2022, with market volume surging to 28 945 and 33 340 thousand tons respectively. This growth was primarily driven by the introduction of improved rice varieties for smallholders and the development of innovative segments like fortified rice. Enhanced irrigation infrastructure enabled more consistent cultivation, and sustained state support for food security helped the market absorb global supply chain disruptions and price fluctuations during this period.

The market volume contracted significantly in 2023, falling to 28 214 thousand tons, marking a reversal from the strong growth of the preceding years.

From 2017 to 2020, India, Thailand, and Pakistan were the leading sources of milled rice and broken rice imports into Sub-Saharan Africa. India accounted for 31.8% of imports in kind, Thailand for 27.4%, and Pakistan for 11.1%. Together, these three countries made up 70.2% of total imports, establishing them as the primary suppliers.
