The European rice market volume fluctuated between 5.0 million tonnes and 6.3 million tonnes from 2018 to 2023, with production heavily concentrated in Italy, Spain, and France. Italy remained the dominant producer, supplying over half of Europe's output, much of which was traded within the continent. This structural context set the stage for market movements driven by external shocks and policy changes.

In 2022, severe drought in the main producing regions of Italy and Spain caused a sharp 19% drop in European production to 3.1 million tonnes, reducing the overall market volume. India's simultaneous imposition of a 20% export tax on rice tightened global supply, increasing pressure on import-dependent European markets and contributing to higher international prices.

By 2023, production partially recovered, growing 9% to 3.3 million tonnes, while ongoing Indian export restrictions and high global prices continued to influence trade flows. Consumer preferences within the EU shifted towards aromatic varieties like basmati and jasmine, reflecting multicultural trends. The sector also saw innovations such as trials of disease-resistant genetically modified rice in Italy and digital supply chain initiatives by major players like Riso Gallo.

Europe's rice production has increased for the second consecutive year. In 2020, Europe produced 4 067 K t of rice, up 0.8% from 2019. The lowest production was recorded in 2018 at 3 968 K t, which marked the largest decline of 4.2%. The largest increase occurred in 2019, with a 1.6% rise.

In 2020, Europe's rice output was valued at 3 388 M $ US, down 22.2% from the previous year. Over the period from 2017 to 2020, production decreased by 18.5%, with a compound annual growth rate of 6.6%. The highest value was recorded in 2019 at 4 356 M $ US, which saw the largest increase of 24.7%.

Exports rice from Europe

In 2020, rice exports from Europe reached 2 630 K t, showing a sharp increase of 47.3% compared to the previous year. Between 2017 and 2020, exports grew by 50.8%, equating to an annualized rate of 14.7%. The largest decline was recorded in 2019, with an 18.5% drop.

From 2017 to 2020, Europe's rice exports in kind were highly diversified. Turkey accounted for 8.6% of exports, Switzerland for 1.3%, and Jordan for 1.0%, together making up only 10.9% of total flows. The remaining 89.1% was distributed among a wide range of smaller markets.

Europe's rice exports in value terms have increased for the third consecutive year. In 2020, exports were recorded at 2 191 M $ US, marking a robust increase of 13.6% compared to the previous year. Over the period from 2017 to 2020, exports rose by 25.2%, with a compound annual growth rate of 7.8%.

Imports rice to Europe

Europe's rice imports have increased for the second consecutive year. In 2020, imports totaled 4 331 K t, representing a substantial increase of 11.1% compared to the previous year. Over the period from 2017 to 2020, imports grew by 21.3%, with a compound annual growth rate of 6.7%. The lowest import volume was recorded in 2018 at 3 251 K t, which saw the largest decline of 8.9%. The largest increase occurred in 2019, with a 19.9% rise.

Europe's rice imports in value terms have increased for the third consecutive year. In 2020, imports amounted to 3 900 M $ US, showing a robust gain of 15.8% compared to the previous year. Over the period from 2017 to 2020, imports increased by 32.1%, with a compound annual growth rate of 9.7%.
