After a decline in the production of karakul sheep skins in 2018, the market for raw sheep and lamb skins fell to 24 774 t in 2019 due to an industry-wide raw material shortage that affected regional supply chains.

The market recovered steadily from 2020, reaching 28 232 t by 2023. This growth was driven by government efforts to secure raw materials, including state procurement orders for hides and the allocation of small and non-standard raw materials to tanneries in 2021. Additionally, the World Bank's livestock development project improved the underlying supply of animals, while new tanning capacity, such as Taalay Group's workshops processing up to 800 000 sheep and goat skins annually, boosted demand for raw skins.

In 2024, the abolition of a 10% export levy on sheep and goat skins further encouraged export contracts, highlighting the sector's increasing external orientation. The overall expansion from 2020 to 2023 reflects a combination of raw material security, processing investments, and supportive policies.
