Earlier Report Observations

Production of silkworm cocoons in Uzbekistan expanded from 17 912 t in 2018 to 25 886 t in 2023, a growth largely supported by consistent state intervention. From the outset, the government set purchase prices to incentivize growers and worked to expand mulberry plantations to strengthen the feed base, establishing a foundation for the sector's development.

A significant boost came in mid-2019 with a decree introducing subsidies and customs privileges for enterprises involved in deep processing of cocoons. This support framework was broadened in 2021 through direct subsidies to home-based growers and was reinforced by the coordinating role of the 'Uzbekipaksanoat' Association, which helped systematize cultivation and processing activities across the country.

The upward trend continued through 2022 and 2023, sustained by an enhanced package of measures including tax exemptions for silk farms and production subsidies for processors. Although output saw a minor stabilization in 2020, the overall market volume kept rising, aided by continual increases in guaranteed purchase prices and a multi-year modernization program focusing on digitalization and quality improvement.
