The market volume for raw sheep and lamb skins in Kazakhstan dropped sharply from 19 540 t in 2018 to 17 125 t in 2019. This decline was primarily triggered by a six-month ban on exports of untanned cattle hides introduced from March to September 2019. The restriction disrupted sales channels and reduced demand for raw skins, leading to bankruptcies among some traders and a contraction in overall market activity.

After the ban, the market stabilized and began a gradual recovery, reaching 17 794 t by 2023. This upturn was supported by state procurement programs, including a government order for 920 thousand cattle hides in 2022, which sustained demand for raw materials. Additionally, the construction of new tanning facilities, such as those operated by 'Taalay Group' processing up to 800 thousand sheep and goat skins annually, provided new outlets for raw skins. However, the sector continued to face structural challenges, including low capacity utilization at tanning plants—often below 6%—and persistent issues with raw material quality, which limited more robust growth.

Following a two-year decline, Kazakhstan's production of raw sheep and lamb skins saw an increase. In 2020, the country produced 17 267 tonnes, marking a slight year-on-year rise of 0.7%.
