Earlier Report Observations

From 2018 to 2020, production of raw sheep and lamb skins in Madagascar gradually rose from 214.5 tons to 222.9 tons. This increase occurred alongside a meat shortage that drove up beef prices in 2018, potentially encouraging farmers to focus on small ruminants. The suspension of meat exports starting in 2019 and the onset of the COVID-19 pandemic introduced challenges, but efforts by Sino-Malagasy Animal Husbandry (SMAH) to improve small ruminant breeding helped sustain output.

Between 2021 and 2022, production jumped to 246.8 tons, fueled by direct investments in livestock infrastructure. In 2021, SMAH inaugurated an internationally compliant slaughterhouse, enhancing processing capacity, while pilot projects to upgrade small ruminant breeds, supported by the International Finance Corporation, raised herd productivity. The imminent resumption of small ruminant meat exports in 2022, backed by World Bank funding and the construction of standardized slaughterhouses, provided further incentive to expand herds and thus skin production.

Production stabilized at 244.4 tons in 2023. That year, the government introduced a controversial plan to restart beef exports, which included mandatory traceability systems for meat. Simultaneously, the livestock diversification program led by Bonne Viande de Madagascar (Bovima) with World Bank support continued to operate, helping maintain production levels.
