Peruvian sugar production held steady near 1.2 million tons between 2018 and 2020. During this phase, a jump in exports in 2019 temporarily reduced domestic supply, while in 2020 higher imports offset a diversion of cane toward ethanol production due to attractive fuel prices, allowing market volume to reach 1.34 million tons.
From 2021 onward, output dropped markedly, falling 8% that year as major mills like Casa Grande and San Jacinto reported lower production. Global price rises curtailed imports, shrinking the market to 1.12 million tons. A partial rebound in 2022, aided by increased imports, pushed market volume to 1.23 million tons, even as fertilizer costs soared due to the Russia–Ukraine war and export restrictions.
Regulatory shifts played a consistent role. The selective consumption tax on sugary drinks was raised to 25% in 2018, and later, in 2022, new quality standards and mandatory front‑of‑pack warning labels for high‑sugar products were enacted. These measures coincided with a 38% price spike in early 2022, driven by tighter supply and higher production costs.
