During these years, import patterns were shaped by dominant suppliers from the CIS region, including Belarus and Kazakhstan, which influenced market availability.

After a temporary recovery to 134.4 thousand tons in 2022, the market volume fell to 95.4 thousand tons in 2023. This volatility coincided with rising beet sugar output in Russia and the EAEU, which altered regional trade dynamics, and the announcement of a temporary Russian export ban for 2024, which affected market expectations and import planning.

Armenia's production of raw cane or beet sugar in solid form declined after two years of growth. In 2019, production reached its peak at 117 693 tonnes, but then fell sharply by 27.9% in 2020 to 84 821 tonnes. The largest annual increase occurred in 2018, when production rose by 9.0%. Overall, between 2017 and 2020, production decreased by 18.3%, which translates to an average annual decline of 6.5%.
