A consumer-centric trend in 2019 pushed producers to expand into value-added milk segments. In 2020, temporary COVID-19 measures ensuring milk cooling and transport continuity, coupled with centralized procurement following new dairy cow reporting rules, helped stabilize supply chains. This supported a recovery in market volume to 188 thousand tons after a dip the previous year.

The period from 2021 to 2022 was defined by steeply rising input costs and regulatory pressures. A historic surge in raw milk prices significantly increased production expenses. Concurrently, the mandatory introduction of aseptic packaging for long-life milk and stricter veterinary certification for exports raised operational and administrative burdens. These factors contributed to a contraction in physical market volume in 2021. However, growing demand for value-added milk in Eastern European markets and the implementation of EU market organization quotas stimulated production of higher-value products. This shift, combined with cost inflation, drove a substantial increase in the market's value to 111 million USD in 2022, even as volume saw only moderate growth.

In 2023, further structural changes occurred. Adjusted legislation allowing farms to sell milk directly to consumers began altering the distribution landscape. New regulatory limits on salt and additive content in liquid dairy products required recipe reformulations. Simultaneously, rising demand for plant-based alternatives like oat and almond drinks encouraged the entry of new players, increasing competitive pressure on traditional processed milk. These developments coincided with a slight dip in market volume, yet the market's value continued its ascent to 117 million USD, supported by higher retail prices and a continued consumer shift toward premium segments.

Over the 2017-2020 period, production grew by 2.9%, with a compound annual growth rate of 0.9%. The lowest value was recorded in 2019 at 118.5 million US dollars, while the largest decline occurred in 2018 at 3.3%.
