However, state support policies and the adoption of advanced agricultural technologies enabled a rebound from 2021 onward, with improved agronomic conditions and increased sown areas contributing to higher output.

Challenges included a persistent dependence on imported seeds, covering over 90% of sugar beet planting material, and adverse weather events like May frosts and drought in 2022 that raised production costs. Despite these hurdles, continued investment in modernization and plans to develop domestic seed breeding programs helped sustain growth, with favorable harvesting weather further boosting the 2023 results.
