Earlier Report Observations
Primary sugar crops production in Panama decreased from 2.7 million tons in 2018 to 1.8 million tons by 2023. The agricultural sector faced underlying competitiveness challenges, including low productivity and limited market access, which set the context for subsequent declines. In 2019, output fell to 2.4 million tons, the same year the government launched a Producer Rehabilitation Program aimed at improving farmers' financial and productive conditions.
After a temporary recovery to 2.5 million tons in 2020, production dropped to 2.2 million tons in 2021 amid a noted decline in traditional crop cultivation, reflecting broader shifts in agricultural preferences. The downturn continued to 1.8 million tons in 2022 and stabilized near 1.8 million tons in 2023. This period coincided with agricultural diversification, where growers increasingly shifted land and resources toward more profitable crops like coffee, banana, and pineapple, often at the expense of sugar cane area.
For the 2024-2025 cycle, authorities projected sugar cane planting and production levels similar to 2023, indicating sector stability. The Ministry of Agricultural Development updated international market access commitments for Panamanian agricultural products, and a national agricultural census was conducted to enhance data quality for sector decision-making, while ongoing phytosanitary programs aimed to protect domestic production.
