Earlier Report Observations

From 2018 to 2019, the market volume of primary sugar crops in Guatemala expanded from 27 665 to 29 865 thousand tons, an increase of 8%. This growth was supported by a favorable exchange rate that boosted sugar export competitiveness, encouraging higher production of raw cane. At the same time, the sector faced emerging regulatory uncertainty as Guatemala joined a World Trade Organization dispute against India's domestic sugar subsidies.

Production then contracted over the next two years, falling to 25 526 thousand tons by 2021—a cumulative drop of 15% from the 2019 peak. The decline stabilized in 2022 with a slight recovery to 25 845 thousand tons, aided by strong export revenues that reached US 1 011 million from sugar and its derivatives, underscoring the sector's economic importance.

In 2023, market volume decreased again to 23 972 thousand tons, a 7% reduction from the previous year. The industry continued to operate under the shadow of long-standing cartel allegations, with reports highlighting high concentration among a small group of mill-owning families and ongoing calls for greater competition.
