Earlier Report Observations

Production of primary sugar crops in Colombia increased from 33.5 million tonnes in 2018 to a peak of 36.4 million tonnes in 2020, driven by government policies. A program of subsidized exports helped manage domestic surplus, and the 2020 Law 2046 encouraged participation of small farmers, supporting output. However, production began to decline from 2021 onward as new front-of-pack labeling rules for ultra-processed foods shifted consumer preferences towards healthier options, reducing sugar demand.

The industry also faced rising production costs and competition for land with crops like avocado and banana. By 2023, a significant reduction in planted area occurred due to the La Niña weather phenomenon and further crop substitution, leading to a sharp 9.9% drop in production. Throughout the period, the sector adopted technologies such as drones for precision spraying and programs to engage young farmers, aiming to improve efficiency amid these structural challenges.
