From 2018 to 2023, poultry meat production in Kazakhstan increased steadily from 366 500 t to 671 500 t. This growth was primarily driven by continuous state support, including subsidies for breeding stock and production cost reduction, which encouraged investment. Despite challenges from the COVID-19 pandemic and avian influenza outbreaks in 2020, government measures and investment projects maintained momentum, with the commissioning of new poultry farms and expansion of existing facilities, such as the launch of 19 new farms in 2023, directly boosting output.
Regulatory measures significantly shaped the market environment. The introduction of the Eurasian Economic Union's technical regulation on poultry meat safety in 2021 established mandatory production and labeling requirements, standardizing quality control. Subsequent strengthening of marking rules and the imposition of tariff quotas on imports under EAEU frameworks helped protect the domestic industry from dumping and avian influenza-related trade restrictions, supporting market stability and product standards.
Domestic consumption of poultry meat rose throughout the period, with total market volume expanding from 549 700 t to 792 500 t. Consumer preference shifted toward poultry due to its lower cost compared to red meat, sustaining demand. Consequently, Kazakhstan's self-sufficiency in poultry meat improved markedly, covering 79% of the domestic market by 2023, up from 58% in 2021, reducing import dependence.
