Earlier Report Observations

The poultry meat and offal market in Bhutan showed notable volatility between 2018 and 2023. After a steady rise from 5 187 t in 2018 to a peak of 6 016 t in 2021, the market volume contracted sharply to 4 813 t in 2022 before a slight recovery to 4 913 t in the following year.

The dramatic drop in 2022 was driven by a severe decline in domestic production, which fell by over 1 700 t. This was directly caused by an outbreak of Infectious Bursal Disease at the National Poultry Development Centre in Sarpang, which crippled poultry output. Simultaneously, the Ministry of Agriculture & Forests lifted the ban on imported packaged and frozen meat in June 2022, mandating that wholesale importers register with the Bhutan Agriculture and Food Regulatory Authority. This regulatory shift supported import growth to 2 826 t, partially mitigating the domestic supply shortage.

Market volume stabilized in 2023 with a modest rebound. In later years, industry attention turned to infrastructure and regulatory modernization, as evidenced by meat vendors' 2025 call for a second slaughterhouse to address monopoly concerns and parliamentary debates on a new Livestock Bill aiming to tighten animal health and welfare standards.
