The market volume for potato flour, flakes, granules and pellets in Namibia declined from 609.9 tonnes in 2018 to 561.2 tonnes in 2019, primarily due to import restrictions enforced by the Namibian Agronomic Board (NAB) that reduced inbound shipments. Subsequently, the market recovered, reaching 641.4 tonnes in 2022, driven by efforts to boost local production, including trials of new potato varieties and farmer training programs.

Production rose from 481.2 tonnes in 2018 to 607.5 tonnes in 2022, supported by the Seeds and Seed Varieties Act No. 23 of 2018 which improved seed quality, and ongoing NAB initiatives to increase self-sufficiency. The COVID-19 pandemic in 2020 temporarily disrupted supply chains, but domestic output continued to expand, offsetting lower imports. By 2023, the market volume stabilized at 643.2 tonnes as NAB introduced further border controls on certain controlled products, including potatoes, to protect local producers, while demand remained strong.

Namibia's production of potato flour, flakes, granules, and pellets increased for the second year in a row. In 2020, the country produced 523.9 t, which was 4.9% higher than the previous year. However, looking at the period from 2017 to 2020, overall production fell by 19.8%, with an average annual decline of 7.1%. The lowest output was in 2018 at 481.2 t, which also saw the sharpest drop of 26.3%.

Export volumes showed considerable fluctuations during this period. In 2018, exports hit their lowest point at 0.5 t, with a decline of 30.5% that year. By 2020, exports surged to 4.5 t, an increase of 588.2% compared to 2019. Overall, exports varied by 8.3 times between the peak in 2020 and the trough in 2018.

From 2017 to 2020, Angola was the dominant export destination, accounting for 74.4% of total shipments in volume. The remaining exports were spread across several smaller partners.

Export values were highly volatile over the observed years. In 2018, they reached their minimum at 0.4 K $ US, with a decline of 76.7%. By 2020, exports jumped to 6.8 K $ US, a steep rise of 436.4% from the previous year. The difference between the maximum in 2020 and the minimum in 2018 was 15-fold.

In value terms, Angola continued to be the leading export market from 2017 to 2020, holding a 77.7% share of total exports. The rest was fragmented among other countries.

Imports potato flour, flakes, granules and pellets to Namibia

Imports in kind, t

Imports of potato flour, flakes, granules, and pellets into Namibia fell for the second consecutive year. In 2020, imports totaled 45.0 t, a sharp decrease of 28.1% from 2019. Over the 2017-2020 period, imports dropped by 63%, with an average annual decline of 28.2%. The highest import volume was in 2018 at 129.3 t, which saw a 6.3% increase. The largest decline occurred in 2019, with a drop of 51.6%.

From 2017 to 2020, South Africa was the primary supplier of potato flour, flakes, granules, and pellets to Namibia, making up 89.3% of total imports in volume. Other partners contributed relatively small shares.

Import values in Namibia declined for the third year in a row. In 2020, imports amounted to 98.4 K $ US, a significant contraction of 24.2% compared to 2019. Between 2017 and 2020, imports decreased by 59.7%, with an average annual rate of decline of 26.2%.

Throughout 2017-2020, imports in value terms were heavily concentrated on South Africa, which accounted for 90.7% of total flows.
