State-owned companies had a significant influence on the Croatian cement market in 2018. Market volume then fell in 2019 and dropped further to 1 540 thousand tons in 2020, when the COVID-19 pandemic disrupted global supply chains and construction activity.

Supply chain issues persisted into 2021, but the market began to recover. A notable production increase in 2023, accompanied by a slight export decline, boosted domestic availability. In 2024, the market grew to 1 888 thousand tons, driven by global factors such as supply chain disruptions and rising raw material prices, which also increased import and export prices.

Production portland cement in Croatia

After two years of growth, Croatia's portland cement production declined. In 2020, output was valued at 209.8 million US dollars, showing minimal change compared to 2019. Over the period from 2017 to 2020, production increased by 16.5%, with a compound annual growth rate of 5.2%. The highest value was recorded in 2019 at 210.1 million US dollars, while the largest annual increase occurred in 2018 at 15.1%.

Portland cement exports from Croatia increased for the third consecutive year. In 2020, Croatia exported 1 586 thousand tonnes, up by 9.1% compared to 2019. Between 2017 and 2020, exports rose by 39.5%, equating to an annualized growth rate of 11.7%.

From 2017 to 2020, Bosnia and Herzegovina (30.8% of exports in kind), Italy (22.0% of exports in kind), and Serbia (19.5% of exports in kind) formed the key group of partners for Croatia's portland cement exports, jointly representing 72.3% of total flows.

Portland cement imports into Croatia declined for the second consecutive year. In 2020, imports reached 397 thousand tonnes, representing a small decline of 1.9% compared to 2019. Over the period from 2017 to 2020, imports increased by 3.5%, with a compound annual growth rate of 1.2%. The highest volume was recorded in 2018 at 465 thousand tonnes, while the largest annual decline occurred in 2019 at 13.0% and the largest increase in 2018 at 21.3%.

In 2017–2020, Hungary (47.2% of imports in kind), Bosnia and Herzegovina (20.5% of imports in kind), and Italy (13.7% of imports in kind) were the main markets for Croatia's portland cement imports, together accounting for 81.4% of total flows.
