Earlier Report Observations

Between 2018 and 2020, the Greek PK fertilizers market volume grew from 23.0 thousand t to 26.8 thousand t in 2019, then eased to 25.8 thousand t in 2020. The 2019 expansion was supported by new state funding for fertilizer production under Actions 4.2.1/4.2.2, which boosted domestic output. The following year saw the introduction of Law 4685/2020, integrating stricter EU environmental and licensing rules for fertilizer trade and storage, which coincided with the market's slight contraction.

From 2021 onward, state subsidy schemes became a primary market driver. A 15% subsidy on fertilizer purchases was launched to stimulate post-COVID-19 consumption, contributing to a sharp rise in imports to 2.7 thousand t in 2021. In 2022, the Russian‑Ukrainian conflict triggered a 70% price surge for urea and restricted imports of nitrogen fertilizers, pulling imports down to 1.1 thousand t despite offsetting subsidies of 10.95%. Continued support mechanisms, including the Fuel Pass system returning 15% to farmers, alongside falling natural gas prices that lowered fertilizer costs, maintained imports at 1.8‑1.9 thousand t in 2023‑2024.
