Earlier Report Observations

The Indonesian beef and buffalo meat market volume increased from 684 thousand tonnes in 2018 to 834 thousand tonnes in 2023. This expansion was primarily driven by the government's Sikomandan program, launched in 2018 and reinforced by Ministerial Regulation in 2020, which aimed to boost cattle and buffalo populations and productivity. However, domestic production consistently fell short of demand, necessitating significant imports to fill the structural deficit.

Market volume dipped to 639 thousand tonnes in 2020 before recovering in 2021. A major foot-and-mouth disease outbreak in 2022 reduced livestock numbers, but increased imports of frozen beef and buffalo meat, particularly from Australia, Brazil, and India, helped sustain market growth, with volume reaching 746 thousand tonnes that year and climbing further in 2023.

Factors for 2024 and 2025 underscore a continued reliance on imports to address the deficit. State-owned enterprises like PT Berdikari were tasked with managing import quotas, around 100 thousand tonnes, to stabilize prices, especially ahead of peak demand periods such as national religious holidays.
