Earlier Report Observations

The introduction of mandatory product labeling in 2018 under Government Decree No. 515 increased demand for paper and paperboard labels in Russia. This regulatory push coincided with early signs of domestic raw material shortages. By 2020, restrictions on imported printing materials due to sanctions began to tighten supply, contributing to a 7.5% drop in import volume that year to 12 291 tonnes.

Sanctions in 2022 drastically altered the market landscape. European suppliers stopped deliveries, prompting a 114% surge in imports from Asia to 27 690 tonnes. Domestic production received a boost from the launch of the Formabox packaging plant in August 2022. However, production fell by 16.5% in 2023 to 69 268 tonnes as the market adjusted. It recovered in 2024 to 78 050 tonnes amid over 70 billion rubles of investment in modernization and a government-led initiative to reduce label size to conserve raw materials. Market volume contracted to 89 383 tonnes in 2023 but stabilized at 89 344 tonnes in 2024.

Ongoing updates to labeling requirements, including the 'Chestny Znak' system and new GOST standards, maintained steady demand for compliant labels. The development of domestic alternatives to imported materials, such as Kama's cardboard, helped reduce import dependency. Production declined to 73 228 tonnes in 2025.

After two consecutive years of growth, Russia's exports of paper or paperboard labels to foreign markets declined in 2021. Shipments reached 3 473 tonnes, marking a sharp year-on-year decrease of 25.6%. Over the period from 2018 to 2021, exports grew by 18.1% overall, which translates to an average annual rate of 5.7%. The highest export volume was recorded in 2020 at 4 668 tonnes, following the largest annual increase of 46.2% in 2019.

From 2018 to 2021, Kazakhstan, Belarus, and Armenia remained the primary destinations for Russia's paper or paperboard label exports in volume terms. Kazakhstan accounted for 54.5% of exports, Belarus for 19.0%, and Armenia for 10.5%. Together, these three countries represented 83.9% of Russia's total export volume in this category.

The export value reached 21 458 thousand US dollars, showing a 12.0% increase compared to the previous year. In value terms from 2018 to 2021, Kazakhstan, Belarus, and Armenia formed the core market cluster for Russia's paper or paperboard label exports. From 2018 to 2021, Belarus, Latvia, and Ukraine were the main suppliers of paper or paperboard labels to Russia in volume terms. Belarus contributed 34.1% of imports, Latvia 23.3%, and Ukraine 20.4%. Together, these three countries supplied 77.8% of Russia's total import volume in this category.
