Earlier Report Observations

The market for adhesive-laminated composite paper and paperboard in Russia began the period at 53 thousand tons in 2018, supported by import substitution and the development of domestic production in the wider paper and board industry. It then declined to 51 thousand tons in 2019 and fell more sharply to 43 thousand tons in 2020, a drop linked to the COVID-19 pandemic's impact on industrial activity and demand. A recovery followed in 2021, with the market reaching 45 thousand tons, driven by post-pandemic revitalization, rising prices for packaging materials, and technological upgrades at manufacturing sites.

The market contracted drastically in 2022 to 35 thousand tons after the European Union banned imports of wood pulp and paper from Russia, disrupting supply chains and forcing producers to reorient toward domestic and alternative markets in Asia, the Middle East, Africa, and Latin America. This downward trend continued in 2023, with the market shrinking further to 29 thousand tons, despite increased exports to Asia-Pacific and the Middle East and growing demand for corrugated packaging due to the expansion of online sales.

In 2024 the market stabilized and grew slightly to 30 thousand tons, aided by the commissioning of new production capacity such as the 600 thousand ton kraft linerboard mill in Ust-Ilimsk, ongoing modernization of paper and board machines, and sustained demand for packaging from e-commerce.
