From 2018, the Russian paper bags and sacks market showed steady growth, supported by the expansion of e-commerce, which increased demand for paper packaging. In 2019, discussions began about banning single-use plastic bags, creating additional incentives for paper-based packaging. The COVID-19 pandemic in 2020 sharply raised the need for disposable packaging for food and delivery, while import substitution policies strengthened the role of domestic producers. By 2021, production of paper bags and sacks almost doubled, also boosted by growing government procurement.
In 2022, output reached a record 4.6 billion units, up 10.4% from the previous year, despite sanctions and chemical shortages. This growth was driven by active government purchases, accounting for 56.9% of volume in the Central Federal District, and preparations for restrictions on single-use plastic. In 2023, production continued to rise, supported by investments in the Formabox project and the anticipated mandatory restrictions on plastic bags from 2024. By 2024, production volume stabilized at around 189.1 thousand tons, with the launch of a new manufacturer of biodegradable packaging materials and increased demand for eco-friendly packaging due to tighter legislation.
In 2025, production of paper bags and sacks fell to 159.2 thousand tons. The same year saw a planned ban on three types of PET packaging from September 1, which typically stimulates substitution of plastic with paper packaging, but did not prevent the short-term output decline.

In 2019, Russia's exports of paper bags and sacks reached their peak at 38,709 tonnes. However, in 2020, they fell sharply by 48.8% to a low of 19,836 tonnes. By 2021, exports rebounded to 24,314 tonnes, marking a 22.6% increase from the previous year.
